Summit Educational Service Center (ESC) is proud to announce that all districts in the Summit Preschool Consortium have been awarded the Gold Star Step Up to Quality (SUTQ) rating from the Ohio Department of Children and Youth. This recognition is the highest distinction available, underscoring the commitment to excellence in early childhood education across Summit ESC’s consortium.
Step Up to Quality (SUTQ) is Ohio’s quality rating and improvement system for early learning and development programs. Administered by the Ohio Department of Children and Youth, SUTQ recognizes and promotes programs that exceed basic preschool licensing requirements. The program standards are rooted in national research and focus on key areas that lead to improved outcomes for children, including:
High-quality curriculum and assessments aligned with the Science of Reading
Use of screening tools to identify and support children at risk of falling behind
Strong family engagement, community resources, and referrals for additional support
Professional development opportunities for educators
The Gold Star designation is the highest recognition within the program, signifying that Summit Preschool classrooms meet exceptional standards in learning environments, teacher qualifications, and student development.

Recent enhancements to the Step Up to Quality program include a focus on improving child outcomes, reducing administrative burdens for providers, and increasing access to high-quality early learning programs for families.
